No a Private Pilot License (PPL) does not allow you to fly commercially or earn money from flying. The PPL is intended for personal or recreational flying only. To fly commercially that is, to be paid as a pilot you need a Commercial Pilot License (CPL). The CPL involves substantially more training and higher regulatory requirements: more flight hours a Class 1 medical certificate advanced navigation and instrument flying skills, and examinations.
