Yes.Training must be done in a DGCA approved flying institute. Hours from unapproved schools are not accepted. 

Yes You must be able to read write speak and understand English reasonably well. 

You need vision 6/6 in each eye (or correctable with lenses). Also you should not have colour blindness.
